AL SB451

Removes the 480-hour lifetime cap on donated leave that state employees may receive for catastrophic sick leave or maternity leave.

Allows state employees to donate accrued and unused annual, sick, or compensatory leave to colleagues who qualify for catastrophic sick leave or maternity leave without the State Personnel Board approval that was previously required for exceeding 480 hours.

Retains requirement that the donating employee's appointing authority must approve the donation, and the State Personnel Board must approve if the donor holds a lower pay grade than the recipient.

Permits the receiving employee's appointing authority to limit the number of hours received per individual catastrophic illness or maternity leave event.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
