SB475 Summary

• Creates the Guntersville Reservoir Aquatic Plant Management Board of Jackson County to develop and implement an aquatic plant management program for Lake Guntersville within Jackson County's jurisdictional boundaries.

• Board composition includes nine members: the Mayor of Scottsboro or designee, Jackson County Commission Chair or designee, one State Senator appointee, two State Representatives appointees, one Alabama Bass Trail appointee with sport fishing background, one homeowner on Lake Guntersville appointed by Scottsboro's Mayor, and two ex officio nonvoting members from the Economic Development Authority and Chamber of Commerce.

• Mayor of Scottsboro must convene the board within 60 days to elect a chair, vice chair, and other officers; a majority of voting members constitutes a quorum; board members serve without compensation and are immune from individual civil liability for actions within scope of duties.

• Board is authorized to receive funds from federal, state, and private sources including grants and donations, and to disburse funds through grants, subsidies, or contracts for managing invasive aquatic plants in Lake Guntersville in accordance with state and federal law.

• Act becomes effective on the first day of the third month following passage and Governor approval.
