Amends Section 31-10-2 of the Code of Alabama 1975 to revise the definition of "tuition" under the Alabama National Guard Educational Assistance Act.

Changes tuition coverage from a maximum of $500 per semester or $1,000 annually to 50 percent of the remaining balance after all federal benefits have been applied, up to a total of $2,000 annually.

Reorganizes definition section numbering for Alabama National Guard, Active Member, Tuition, Veteran, and gender-neutral language definitions.

Excludes persons with more than 180 days of active duty under Title 10, United States Code who are entitled to federal educational benefits from program eligibility.

Becomes effective on the first day of the third month following passage and approval by the Governor.
