Allows licensed alcohol retailers to permit customers to remove one unsealed wine bottle that has been partially consumed on the premises if the bottle is recorked or resealed.

Requires the licensee to either recork the bottle with the original or similar cork that requires a corkscrew to remove, or securely reseal it in a tamper-evident bag with a dated receipt provided to the customer.

Specifies that a properly recorked or resealed wine bottle shall not be considered an open container when transported in a motor vehicle.

Requires recorked or resealed bottles to be transported in a locked trunk, storage compartment, locked glove compartment, pickup truck bed storage, locked case behind front seat, or area behind the last upright seat in vehicles without trunks.

Becomes effective immediately upon passage and approval by the Governor.
