• Amends Section 11-46-26 to declare a candidate elected to office if only one candidate remains after all others withdraw or are deemed withdrawn, without holding an election.

• Changes Section 11-46-32 deadline for delivery of absentee election supplies from 21 days to 35 days prior to the election date.

• Amends Section 11-46-33 to clarify that the term "voting machines" excludes electronic vote counting systems as defined in Title 17.

• Amends Section 11-46-55 to establish procedures for resolving ties in municipal runoff elections, allowing the municipal governing body to break ties by majority vote or, if unsuccessful, requiring the county judge of probate to decide by lot within specified timeframes.

• Effective immediately upon passage and gubernatorial approval.
