SB85 Summary

• Eliminates the requirement that veteran service must have occurred during wartime or extrahazardous conditions for dependents applying for educational benefits beginning with the 2014-2015 academic year and thereafter.

• Limits educational benefits for new scholarship recipients (first-time applicants starting fall 2014-2015) to undergraduate courses only and caps tuition coverage at the in-state tuition rate of the attended institution.

• Restores full educational benefits to individuals previously denied benefits solely due to the wartime or extrahazardous conditions requirement, with previously denied recipients required to reapply and begin using benefits no later than fall 2015-2016.

• Extends age limitations for previously denied beneficiaries to ensure they receive all benefits they would have been entitled to at their time of initial application, limited to in-state tuition rates.

• Becomes effective immediately upon passage and approval by the Governor.
