Expands Alabama's Medicaid program to provide assistance to all eligible persons for whom federal matching funds are available under the Patient Protection and Affordable Care Act (Public Law 111-148).

Federal government will fund 100 percent of the Medicaid expansion for three years starting in 2014, decreasing to 95 percent in 2017 and 90 percent in 2020.

Directs the Alabama Medicaid Agency to implement the expansion program and authorizes it to seek assistance from state and federal agencies, which must provide requested support.

Legislature shall annually appropriate adequate funding to the Alabama Medicaid Agency for implementation and operation of the Medicaid expansion program.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
