Clarifies legislative intent that vessels propelled primarily by paddle (canoes, kayaks, and similar floating devices) are exempt from vessel registration requirements under Alabama Code Article 1, Chapter 5, Title 33, even if they occasionally employ a sail.

Notes that Section 33-5-19 already exempts vessels not propelled by machinery, except sailboats and boats for hire, from numbering requirements.

Defines "sailboat" as "a boat usually propelled by sail," establishing that occasional sail use does not make a paddle-propelled vessel subject to registration.

Directs that a copy of the resolution be forwarded to the Commissioner of the Department of Conservation and Natural Resources to communicate the Legislature's intent regarding these exemptions.
