SJR 23 Summary

• Urges Congress to call a constitutional convention under Article V to propose a "Marriage Protection Amendment" defining marriage as the union of a man and a woman only.

• Prohibits any state or federal constitutional interpretation from requiring marriage or its legal incidents be conferred on any union other than a man and a woman.

• Constitutes a continuing application by Alabama's Legislature under Article V until at least two-thirds of all state legislatures make similar applications.

• Interprets Article V to limit any convention called by two-thirds of states to proposing only the identical specified amendment without power to vary the text or propose other amendments.

• Requires certified copies of the resolution be transmitted to the U.S. Senate, House of Representatives, all members of Congress from Alabama, and all state legislatures.
