Designates the pedestrian walkway adjacent to both sides of the new bridge on West 4th Street, Highway 82 W. in Prattville (approximately one-half mile from the Prattville Courthouse) as the Army Sergeant Carlos Pernell and Army Private First Class Stephen D. Bicknell Memorial Walkway.

Army Sergeant Carlos Pernell, a 2000 graduate of Prattville High School, was killed on June 6, 2006, at age 25 during a mortar attack in Ar Ramadi on his second tour of duty in Iraq; he received the Purple Heart, Bronze Star Medal, and several other military decorations.

Army Private First Class Stephen D. Bicknell, a 2005 graduate of Prattville High School, was killed on October 15, 2006, at age 19 when an Army vehicle he was riding in struck a land mine; he joined the Army on January 18, 2006, and was deployed to Iraq one month after his wedding on July 6, 2006.

Both soldiers played football for the Prattville Lions before their military service and are being honored for their sacrifice to the United States.

Requests that appropriate officials establish and maintain signs or markers designating the pedestrian walkway.
