SJR43 Summary

• Creates a Municipal Business License Interim Task Force to study and develop recommendations for streamlining municipal business license applications, payments, and online filing systems.

• Task force shall examine delivery license reform, third-party tax collection administrators and auditors, uniformity of business license types and calculations across municipalities, and other related issues.

• Comprises 12 voting members appointed by the Alabama League of Municipalities (3), Alabama Municipal Revenue Officers Association (3), Alabama Retail Association (2), Business Council of Alabama (2), and Alabama Chapter of the National Federation of Independent Business (2), plus one nonvoting advisory member from the Department of Revenue.

• Requires a quorum of seven members and minimum of seven affirmative votes for approval; task force must hold organizational meeting within 90 days and provide recommendations to the Legislature by the first legislative day of the 2015 Regular Session, when it shall be dissolved.

• Task force members receive no additional compensation but are reimbursed for expenses and travel per state law; Secretary of the Senate and Clerk of the House provide administrative support.
