Urges the Environmental Protection Agency (EPA) to support state regulation of carbon dioxide emissions from existing power plants by recognizing state-developed standards.

Requests that the EPA maintain Alabama's and other states' authority under the Clean Air Act to develop performance standards for carbon dioxide emissions based on unique state policies, energy needs, resource mix, and economic priorities.

Directs the EPA to approve state-established performance standards based on carbon dioxide-specific controls at fossil-fueled power plants.

Calls for the EPA to preserve states' authority to set less stringent performance standards and longer compliance schedules for power plants within their jurisdiction.

Requests that the EPA maintain states' authority to have maximum flexibility in implementing compliance mechanisms for state-established carbon dioxide performance standards for fossil-fueled power plants.
