Designates a portion of Highway 431 running from I-20 in Cleburne County south to I-85 in Lee County as the Representative Richard J. Laird Highway.

Honors Representative Richard J. Laird of Roanoke, Alabama, who was first elected to the House of Representatives in 1978 and served nine consecutive terms.

Recognizes Laird's public service including membership in the Alabama House of Representatives, Roanoke City Council service from 1972-1976, and receipt of the Governor's Lifetime Achievement Award in 1998.

Acknowledges Laird's business ownership of Ranco Inc. and Laird's Construction, and his involvement with numerous civic organizations including the Cattlemen's Associations, Randolph County Chamber of Commerce, and Boy Scouts of America.

Requests that appropriate officials place and maintain highway signs identifying the roadway as the Representative Richard J. Laird Highway.
