Urges the Alabama Department of Transportation to adopt and implement "Complete Streets" policies that accommodate pedestrians, bicyclists, public transportation riders, and motor vehicle drivers of all abilities.

Requires "Complete Streets" to serve as guiding principles for designing, constructing, operating, and maintaining roadways to promote safe and convenient access for all users.

Mandates that "Complete Streets" policies apply to both new construction and retrofit projects, except in unusual or justifiable circumstances.

Directs the department to create a comprehensive and integrated transportation network while recognizing the need for flexibility to fit community contexts.

Identifies benefits including reduced pedestrian fatalities (pedestrians and cyclists comprise over 12 percent of traffic fatalities nationwide), job creation, improved public health, environmental benefits, and reduced commuter costs.
