Designates SB11 and SB178 as special, paramount, and continuing order of business taking precedence over all other matters for the Fifth Legislative Day only.

SB11 reconstitutes the Legislative Council, establishes Senate and House Legislative Councils, abolishes the Permanent Legislative Committee on Reapportionment, and creates the position of Chief of Legislative Operations.

SB11 amends multiple sections of code (29-1-5 through 29-8-5, 41-19-3, and 41-19-3.1) and repeals sections 29-2-50, 29-2-51, and 29-7-5.

SB178 modifies the Administrative Procedure Act regarding rules approval and disapproval by the Joint Legislative Committee and establishes procedures for appealing disapproval to the Lieutenant Governor.
