Urges the Alabama Department of Transportation to adopt and implement "Complete Streets" policies that prioritize safe and convenient access for all users including pedestrians, bicyclists, public transportation riders, and motor vehicle drivers of all ages and abilities.

Requires "Complete Streets" to serve as guiding principles for designing, constructing, operating, and maintaining roadways while creating a comprehensive and integrated transportation network.

Applies "Complete Streets" principles to both new and retrofit projects, except in unusual or justifiable circumstances, with flexibility to identify solutions fitting each community's context.

Cites benefits including reduced pedestrian fatalities (which comprise over 12 percent of traffic fatalities nationwide), job creation, economic recovery, improved public health, and more efficient spending of public dollars.

Directs delivery of the resolution to the Director of the Alabama Department of Transportation.
