Maintains the existing grace period allowing renewals up to 3 years after expiration.

Exempts active duty members of the U.S. Armed Forces from the 180-day renewal deadline if they can demonstrate inability to renew due to deployment.

Preserves existing requirements that applicants who miss the specified renewal window must pass written examination and driving test.

Takes effect on the first day of the third month following passage and approval by the Governor.
