Establishes the Energy Security Act of 2015 to grant incumbent electric suppliers the right to construct, own, operate, and maintain new electric transmission facilities (above 35,000 volts) that connect to their electric systems.

Allows two or more incumbent electric suppliers to share individual and proportional rights to construct a new transmission facility connecting to multiple electric systems, subject to existing written agreements between them.

Prohibits utilities from waiving their right to construct new transmission facilities unless they first receive an order from the Alabama Public Service Commission authorizing the waiver.

Provides that disputes between incumbent electric suppliers over transmission facility rights may be appealed to the circuit court in the judicial circuit where all or any portion of the facility would be located.

Excludes non-jurisdictional electric suppliers and nonutilities from the act's requirements and preserves their existing rights to construct transmission facilities; becomes effective the first day of the third month following passage and gubernatorial approval.
