Proposes a local constitutional amendment to the Constitution of Alabama of 1901 relating to Talladega County and the City of Lincoln.

Provides that when noncontiguous property is annexed to the City of Lincoln, the annexation shall not affect the city's police jurisdiction.

Restricts the city's police jurisdiction to extend only from the main body of the city, excluding noncontiguous annexed areas.

Requires an election on the proposed amendment to be held in accordance with Amendment 555 to the Alabama Constitution and state election laws.

Directs the election official to place the amendment on the ballot with a yes/no vote option and specific ballot language describing the proposed constitutional change.
