Appropriates $9,841,682 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2016 to support and maintain the institution's educational program.

Requires at least $1,784,788 of the appropriation to be expended for agricultural research and extension service state match.

Mandates submission of an operations plan for fiscal year 2015-2016 with goals and measurable performance indicators and an audited financial statement for fiscal year 2013-2014 prior to fund release.

Requires quarterly reports comparing actual expenditures and accomplishments to planned expenditures and an end of year performance report to the Director of Finance documenting work accomplished, services provided, and program effectiveness measures.

Becomes effective October 1, 2015.
