Continues the existence and functioning of the Alabama Security Regulatory Board until October 1, 2019 under the Alabama Sunset Law.

Amends Section 34-27C-9 to clarify the board's authority to establish and collect fees from persons seeking licensure as certified trainers of security officers.

Requires certified trainer applicants to pay all board-required fees and meet qualifications including being at least 21 years old, having minimum two years of supervisory experience in security or law enforcement, and having one year of teaching experience or completion of a board-approved two-week instructor course.

Requires applicants to submit proof of compliance with all instruction and training requirements established by the board.

Takes effect immediately upon passage and approval by the Governor.
