• Establishes that tax revenue must be deposited into a special local transportation safety fund for road and bridge maintenance, improvement, replacement, or construction, with projects awarded through competitive bidding.

• Permits the county to contract with the Department of Revenue for tax collection or administer collection itself, subject to the same rules and procedures as the state gasoline excise tax.

• Requires annual reports from the county engineer detailing expenditures and project status, submitted by January of each year and made available to the public.
