Amends Section 17-4-38, Code of Alabama 1975, to modify provisions governing legislator access to voter lists maintained by the Secretary of State.

Deletes the provision allowing members of the Legislature to receive up to two free printed copies of voter lists for their districts during a legislative quadrennium.

Replaces the two-copy allowance with a requirement that the Secretary of State provide each legislator one copy of the voter list for their district within 90 days of assuming office, at no charge.

Maintains existing provisions regarding public access to voter lists, uniform fee schedules, and the Administrative Office of Courts' annual access to statewide voter lists for jury list production.

Becomes effective immediately upon passage and approval by the Governor.
