Adds new Section 30-3-69.1 to Alabama Code Title 30, Chapter 3, Article 3 to address child support collection.

Makes employers personally liable for the full amount of child support owed if they intentionally pay employees in a manner designed to shield wages from garnishment or withholding for child support.

Employer liability equals the amount of child support that could have been garnished or withheld, and is equivalent to liability for willfully failing to withhold under existing child support law.

Requires clear and convincing evidence to prove the employer's intent to protect employee wages in violation of this section.

Becomes effective on the first day of the third month following passage and Governor approval; passed by House on April 14, 2015 and Senate on June 3, 2015.
