• Establishes the Construction Industry Craft Training Program and Craft Training Board to be administered within the Alabama Building Commission.

• Imposes a fee of $1 per $1,000 of construction value on all nonresidential construction building permits issued by counties, cities, towns, and other political subdivisions.

• Creates a Craft Training Fund in the State Treasury funded by the permit fees, with net proceeds (after up to 5% administrative costs) directed exclusively by the Craft Training Board.

• Establishes a seven-member Craft Training Board consisting of representatives appointed by the Governor from construction industry organizations: Associated Builders and Contractors (2 members), Associated General Contractors (2 members), Building and Construction Trades Council (1 member), Birmingham Construction Industry Authority (1 member), and Construction Users Roundtable (1 member).

• Authorizes the Board to develop curricula, establish grant criteria, disburse funds to educational and nonprofit organizations, and provide training for nonresidential construction careers; exempts residential construction, licensed home builders, and residential subcontractors from the fee.
