• Amends Sections 12-21-5, 12-21-6, and 12-21-7 of the Code of Alabama 1975 to expand medical records access beyond hospitals to all medical providers.

• Defines "medical provider" to include physicians, dentists, pharmacists, psychologists, nurses, physical therapists, chiropractors, and any other person or facility providing medical services.

• Allows patients to request medical records from any medical provider and requires custodians to include an itemization of charges indicating all amounts paid, satisfied, written off, or reduced.

• Establishes that medical records from all providers can be processed and delivered using the same procedures previously applicable only to hospital records, including certification and subpoena processes.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
