Creates the Alabama Office of the State Climatologist within the University of Alabama in Huntsville, directed by a Governor-appointed qualified faculty member.

Office may operate as a joint operation between Alabama Agricultural & Mechanical University and the University of Alabama in Huntsville to provide weather and climate information to public and private interests.

Office must maintain climate information including atmospheric conditions and drought assessments, publish findings at least quarterly, and provide technical support to economic development projects.

Office may investigate and interpret weather and climate characteristics, coordinate with state and federal agencies on weather data, monitor federal climate activities, publish research results, provide public education programs, and enter cooperative arrangements with government agencies, universities, and businesses.

Office must meet or exceed standards required for recognition by the American Association of State Climatologists or successor organization.
