• Establishes penalties for illegal disability parking: minimum $50 for first offense, $200 for second offense, and $500 for third or subsequent offenses.

• Requires 40 hours of community service for second or subsequent offenses, either with organizations serving disabled persons or community service that sensitizes violators to disability-related obstacles.

• Authorizes law enforcement to enter private property to enforce disability parking violations and allows properly certified officers including municipal, county, and state law enforcement to issue citations.

• Directs fine revenue distribution: 50% to local law enforcement agencies for local officers; state officers' fines split between the enforcing agency (50%), Administrative Office of Courts (25%), and Department of Mental Health (25%).

• Becomes effective on the first day of the third month following passage and approval.
