Requires the Executive Branch to submit an annual report to the Alabama Legislature by the fifth legislative day of each regular session, beginning in 2014, detailing economic incentives from the prior fiscal year.

Defines key terms including "economic incentive" (benefits for locating or expanding businesses), "recipient" (any business receiving incentives), and job categories (full-time at 35+ hours per week, part-time under 35 hours, and temporary positions).

Report must include the total number of recipients using incentives, breakdown of incentive types (property tax, income tax, sales tax, workforce development), and total projected new jobs by employment category.

Report must include average salary for each job category and projected dates when incentives will begin generating additional tax revenue to the state with projected amounts.

Becomes effective on the first day of the third month following passage and approval by the Governor.
