HB254 Summary

• Authorizes the Secretary of State to share Alabama's statewide voter list with other states' chief elections officers free of charge, on the condition that the requesting state agrees to reciprocate by providing its own voter list without charge.

• Requires state agencies, including the Alabama Department of Public Safety, to provide information and data to the Secretary of State on a schedule determined by the Secretary to maintain the statewide voter registration database, except where prohibited by federal law.

• Allows the Secretary of State to enter into agreements with other states or groups of states to share information and data necessary for maintaining the statewide voter registration database, while ensuring confidential information remains confidential.

• Requires county boards of registrars to contact registered electors by mail to verify accuracy of voter registration information when data indicates a residential address outside their county, unless the elector registered in another jurisdiction after their original registration.

• Provides that costs associated with inter-state agreements and voter verification mailings shall be paid from the voter registration fund; becomes effective on the first day of the third month following passage and approval.
