HB 260 Summary

• Allows school boards to purchase services through competitive bid nationwide cooperative purchasing programs if goods or services result from an approved competitive bid process and are not available or are available at equal or lower prices on state purchasing programs.

• Permits purchases from vendors with current and valid GSA contracts, provided prices do not exceed the lowest competitively bid price or existing state purchasing program prices.

• Establishes requirements for sole source purchases: boards must document to the State Building Commission that the product or service is indispensable, no alternatives exist, and all viable options have been explored.

• Extends maximum contract length for personal property and contractual services from three to five years.

• Becomes effective immediately upon passage and gubernatorial approval.
