HB271 Summary

• Prohibits health insurers and contracted vendors from restricting payment methods to health care providers to credit card payments only in contracts issued, amended, or renewed on or after July 1, 2015.

• Requires health insurers or vendors to notify providers of all fees associated with electronic funds transfer or credit card payment methods, provide clear opt-out instructions, and obtain written consent before initiating or changing payment methods.

• Restricts health insurers and vendors from imposing interchange, transaction, processing, or other fees on health care providers beyond a nominal amount (equal to standard ACH banking fees).

• Declares that any contractual clause violating these provisions is void and cannot be waived by contract.

• Becomes effective immediately upon passage and approval by the Governor.
