• Proposes constitutional amendment to create a separate supervisory board of trustees for the University of Alabama at Birmingham, independent from the main University of Alabama Board of Trustees for day-to-day operations.

• Supervisory board shall consist of five members, at least three of whom must be graduates of UAB, with all members required to be Jefferson County residents for at least one year before nomination and throughout their term of office.

• Supervisory board has authority over general management and operation of UAB but remains subject to review and approval by the main Board of Trustees of the University of Alabama System on actions affecting the entire system.

• Initial supervisory board members appointed by the University of Alabama Board of Trustees for staggered terms (one for two years, two for three years, two for four years), with subsequent members elected for four-year terms on nominations from remaining board members.

• Election on the proposed amendment shall follow Alabama Constitution Sections 284 and 285 and state election laws, with voters selecting "Yes" or "No" on the ballot.
