• Establishes that schools must be licensed by name to offer one or more training programs above the secondary level and must maintain recognition as postsecondary institutions.

• Maintains existing requirements for school operation including instructor-to-student ratios (one instructor plus one on-call instructor for first 20 students, plus additional instructors for each additional 20 students), daily and cumulative student records, regular classes, grades, and examinations.

• Takes effect immediately upon passage and approval by the Governor.
