Reduces trustee term length for Jacksonville State University board from 12 years to 6 years for all appointments after the effective date.

Revises board membership to consist of two members from the university's congressional district, one from each other congressional district, one at-large member from the state, one at-large member from outside the state, the State Superintendent of Education, and the Governor as ex officio president.

Allows trustees who reach age 70 during their term to continue serving until the term expires and permits former trustees age 70 or older to be designated as Trustee Emeritus with honorary privileges.

Prohibits any trustee from serving more than three full consecutive terms and bars Jacksonville State University employees from serving on the board of trustees.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
