Amends Section 34-8-20 of the Code of Alabama 1975 to add a requirement that at least one member of the State Licensing Board for General Contractors have subcontracting as a larger part of his or her business.

The five-member board continues to require at least one member specializing in highway construction, at least one in public utilities construction, and at least one in building construction, with all members being general contractors with at least 10 years of experience.

Board members are appointed by the Governor for staggered terms of one through five years, with subsequent appointments for five-year terms on December 31 of each year.

The Governor must consider racial, gender, urban/rural, and economic diversity when appointing members to ensure inclusive board membership.

The requirement becomes effective upon passage and approval by the Governor, and applies when any current board member's term expires or a vacancy occurs.
