Adds Section 17-4-6.1 to Alabama Code requiring county boards of registrars to investigate written reports that registered voters are deceased or have become nonresidents of their precinct.

County boards must accept reports from family members, election precinct inspectors, judges of probate, sheriffs, and circuit court clerks using forms prescribed by the Secretary of State.

For nonresident reports, county boards must investigate and notify the elector by U.S. mail to their last known address, providing 30 days to respond before removal from voter registration list.

For death reports based on official records from probate court, sheriff's office, or circuit court clerk, county boards shall immediately remove the elector without further investigation; other death reports require investigation to confirm.

Act becomes effective 120 days after passage and approval by the Governor, with the Secretary of State granted rulemaking authority to establish procedures and forms.
