HB328 Summary

• Allows persons under age 18 to receive or possess a pistol with parental, guardian, or spouse consent (age 18+) if specific conditions are met, including presence of an adult, use on owned/leased premises, instruction by a licensed gun safety instructor, or use for hunting, trapping, target shooting, or firearm training.

• Eliminates certain record-keeping and administrative requirements for retail pistol dealers, including removal of the requirement to maintain triplicate records of pistol sales and send copies to police chiefs and the Secretary of State.

• Removes reference to Section 13A-11-77 from licensing conditions for pistol dealers and makes technical corrections to statutory cross-references.

• Maintains existing prohibitions on delivering pistols to persons convicted of crimes of violence, drug addicts, habitual drunkards, or persons of unsound mind.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
