Repeals existing Article X of the Alabama Constitution of 1901 relating to exemptions from forced sale of property.

Readopts Article X with technical amendments including updated capitalization, gender-neutral language, and deletion of outdated provisions regarding homesteads, laborer's and mechanic liens, and female property rights.

Authorizes the Legislature to establish by general law the exemption amounts and conditions for homesteads, personal property, and other property from forced sale for debt payment.

Allows exemption rights to be waived through a written instrument signed by the person granting the waiver and attested by one witness.

Amendment becomes operative on January 1, 2017, upon approval by a majority of qualified electors voting in accordance with constitutional election procedures.
