Requires the University of Alabama System to establish and maintain an intercollegiate football program at its Birmingham campus so long as it maintains a football program at its Tuscaloosa campus.

The Birmingham campus football program must be funded at an appropriate level to participate in the Football Bowl Series Division or its successor.

The football program is not required to participate in a Power 5 Conference but may participate in the same conference as other intercollegiate sports offered at the university at the university's option.

Expresses legislative intent that constitutionally created boards of trustees fully comply with these requirements.

Becomes effective on the first day of the third month following passage and approval by the Governor.
