• Amends Alabama Code Sections 22-30B-2.1 and 22-30B-4 to restructure distribution of hazardous waste disposal facility fee revenues among counties, the Alabama Department of Environmental Management, and the State General Fund.

• Allocates the first $150,000 annually from fee revenues to the Alabama Department of Environmental Management and the next $300,000 annually to counties with commercial hazardous waste disposal sites, distributed by local law.

• After meeting annual guaranteed payments of $4,200,000 to eligible counties, remaining revenues are split 50% to the State General Fund and 50% to the county.

• Maintains existing county guarantee of $4,200,000 annually (not to exceed the lesser of this amount or 100% of receipts from wastes disposed in the county).

• Becomes effective the first day of the month following passage and gubernatorial approval.
