• Exempts payment of the fee if the court finds that payment would create substantial hardship, requiring a verified statement signed by the requesting person and approved by the court.

• District attorneys, law enforcement, and grand juries are exempt from payment of the fees.

• Effective on the first day of the third month following passage and approval by the Governor.
