• Allows motor vehicle liability insurance to be presented in electronic format, including display on a cellular phone or other electronic device, in addition to traditional tangible formats.

• Clarifies that displaying insurance evidence on an electronic device does not constitute consent for law enforcement to access any other content on that device.

• Authorizes the Department of Revenue to send insurance verification notices in electronic format, subject to rules established under the Administrative Procedure Act.

• Makes law enforcement officers and governmental employees liable under Section 36-1-12 for damages to electronic devices resulting from acts taken while viewing insurance evidence.

• Effective immediately upon passage and approval by the Governor.
