Grants zoning authority to municipalities located in counties where a Class 3 municipality has general zoning authority outside its corporate limits.

Allows eligible municipalities to regulate property use, structural design, and architectural design within 1.5 miles of corporate limits.

Excludes actively used agricultural property from zoning regulations, per Section 41-14-51, Code of Alabama 1975, unless the owner requests rezoning.

Does not apply to municipalities with only specific zoning authority for billboards or airport hazards outside their corporate limits.

Becomes effective upon passage and approval by the Governor or upon otherwise becoming law.
