• Amends Alabama's Motor Fuel Marketing Act (Sections 8-22-2, 8-22-4, 8-22-8, and 8-22-10) to clarify legislative intent regarding combined sales of motor fuel and other goods.

• Adds new definitions to Section 8-22-4 including "Other Goods" (articles, products, commodities, gifts, or concessions sold with motor fuel), "Basic Cost of Other Goods," and clarifies "Basic Cost of Motor Fuel" to reference most recent invoice cost.

• Permits retailers to sell motor fuel combined with other goods when the retailer's combined selling price is not below the cost to the retailer of all items included in the transaction, including non-contemporaneous sales where purchasers receive accrued discounts or credits on fuel from earlier purchases of other goods.

• Applies combined pricing rules to Section 8-22-10 advertisements and sales involving two or more items (at least one being motor fuel) at a combined price, requiring the combined selling price not fall below the total cost of all articles, products, commodities, gifts, and concessions included.

• Becomes effective immediately upon passage and approval by the Governor.
