Establishes the School Resource Officers' Program to place law enforcement officers in every public K-12 school in participating school systems.

Provides one-half of funding for hiring, training, and equipping school resource officers, with local school systems required to provide the remaining one-half of necessary funding.

Requires school resource officers to satisfy all state and federal requirements, including background checks, health and weapons exams, and continuing education courses.

Defines school resource officer duties including promoting safe school environments, supporting school discipline enforcement, assisting with emergency preparedness plans, and addressing bullying and harassment.

Implementation is contingent upon passage of a statewide constitutional amendment creating the Alabama Lottery Corporation with net proceeds dedicated to the Education Trust Fund for classroom supplies, school resource officers, and scholarships.
