Designates specific numbered seats (1-7) for elected directors with defined residency requirements: seat 1 for branch courthouse area resident, seats 2-3 for largest municipality residents.

Sets four-year terms for elected directors commencing October 1, with alternating House and Senate election of vacancies and a 120-day advance notice requirement before appointments.

Makes the act effective immediately upon passage and gubernatorial approval, with provisions for the Board Chair's election after all members are seated.
