• Amends Section 23-1-278 of the Code of Alabama 1975 to authorize municipalities to enforce the Highway Beautification Act-Outdoor Advertising within their corporate limits.

• Municipalities may enforce outdoor advertising regulations in the same manner as the Director of Transportation, with the same power and authority, through adoption of ordinance.

• Municipalities must exclude conforming and legally non-conforming signage from enforcement and follow the State Department of Transportation's rules and manuals governing outdoor advertising.

• Allows municipalities to remove illegal signs, conduct inspections, and pursue court proceedings to address violations of outdoor advertising regulations within their jurisdiction.

• Effective date is the first day of the third month following passage and approval by the Governor, or upon becoming law by other means.
