Increases Governor-appointed members of the Women's Commission from 10 to 11 by adding one additional state-at-large member (changing from two to three at-large members).

The new at-large position is appointed in 2015 for an initial term of two years, with successors serving five-year terms.

Requires no existing member's term to be shortened due to the creation of the additional at-large membership.

Establishes that five members constitute a quorum for holding meetings and conducting commission business.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
