Amends Section 36-26-16 of the Alabama Code to authorize the State Director of Personnel to add disabled persons certified by the Alabama Department of Veterans Affairs to employment certification lists, in addition to those certified by the Department of Rehabilitation Services.

Authorizes the State Director of Personnel to add veterans with a service-connected disability of at least 50 percent (verified by the U.S. Department of Veterans Affairs) to certification lists for promotion.

Allows the State Director of Personnel to withhold preference in employment or promotion certification if the person is found physically or otherwise unfit to perform the duties of the position sought.

Makes the act effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
